What changed

On 3 September 2026, the Shandong Provincial Department of Housing and Urban-Rural Development issued Boyu Heavy Industry a Construction Enterprise Qualification Certificate (No. D337699771) for Power Engineering General Contracting, Grade II.

Under China's national construction qualification standard, a Grade II holder is authorised to carry out:

• power generation projects with unit capacity up to 200 MW;
• transmission line projects up to 220 kV, and substation projects at the same voltage level.

The scope covers thermal, hydro, nuclear, wind, solar and other generation technologies, plus transmission and distribution and their supporting works. The certificate is publicly verifiable through China's National Construction Market Supervision Platform (jzsc.mohurd.gov.cn).

For our international clients, the practical meaning is simpler than the regulatory language: Boyu is no longer only a fabricator. We can now take a waste heat boiler, a steam generator or a heat exchanger from drawing approval through fabrication, inspection, delivery and site erection without handing the interface to a third party.

Why this matters on an EPC project

Most of the problems that surface late in a power or process project are interface problems, not manufacturing problems. Equipment arrives, and the erection contractor discovers a support arrangement that does not match the civil works. A weld repair on site raises the question of whose procedure governs. A commissioning delay becomes a dispute over whether the cause sits with the fabricator or the installer.

Combining fabrication and erection under one supplier removes that seam.

Single line of responsibility. The organisation that wrote the welding procedure specifications and produced the manufacturer's data report is the same organisation performing site work. Traceability does not stop at the factory gate.

Schedule under one plan. Fabrication milestones and erection milestones are sequenced by the same project team, which removes the dead time that appears when equipment lands ahead of the crew, or the crew mobilises ahead of the equipment.

One quality system end to end. The same ISO 9001 procedures, the same NDE requirements and the same document control apply from plate receiving inspection through to mechanical completion.

We routinely issue U-1 / U-1A Data Reports and compile complete Manufacturing Data Books to the document requirements of international main contractors and third-party inspection agencies.
